$2 Billion GHF plan seeks to evict Palestinians and rebuild Gaza

The US–Israel-backed GHF proposed a $2 billion plan to build camps in and around Gaza for displaced Palestinians under the guise of humanitarian aid. Legal experts and rights groups condemn it as ethnic cleansing and a violation of international law

AhlulBayt News Agency: In what critics describe as a desperate attempt to forcibly displace Palestinians from Gaza, the controversial Israel–US-backed Gaza Humanitarian Foundation (GHF) has proposed constructing camps both inside and potentially outside the enclave.

According to media reports quoting sources, the $2 billion project was submitted to the administration of U.S. President Donald Trump and was recently discussed inside the White House.

Documents produced after February 11 outline "large-scale" sites designed for Gaza’s population to "temporarily reside, deradicalize, re-integrate, and prepare to relocate if they wish."

A slide deck detailing the proposal describes the camps as tools to "gain trust with the local population" while implementing Trump's broader "vision for Gaza."

The same materials indicate that the GHF is currently "working to secure" more than $2 billion to fund the project.

The plan envisions the creation of so-called Humanitarian Transit Areas (HTAs) to be built, guarded, and administered inside—and possibly outside—the Gaza Strip, serving as temporary shelters as the region is "demilitarized and rebuilt."

In February, Trump publicly stated that the U.S. should "take over" Gaza and redevelop it as the "Riviera of the Middle East"—after removing its population.

Israeli Prime Minister Benjamin Netanyahu voiced commitment to Trump’s controversial proposal to take control of Gaza and uproot its native residents.

Legal scholars argue that the project amounts to ethnic cleansing and constitutes a violation of international law.

The proposed aid system has also faced criticism over its ineffectiveness and unfair structure.

Humanitarian workers, legal analysts, and rights groups have labeled the plan a "mockery" of humanitarian principles.

Global aid organizations warn that plans to manage Gaza’s relief operations—especially those backed by Israel and the U.S.—will intensify suffering in the already devastated territory.

Palestinian officials and rights groups have condemned the mass displacement as a form of collective punishment and a continuation of Israel’s genocidal campaign in Gaza.

According to recent estimates, 90% of Gaza’s population has already been displaced at least once since Israel’s assault began in October 2023.

Hamas has repeatedly stated that newly built aid distribution centers managed by the GHF serve as "death traps" for starving civilians and tools of forced relocation.
